She earned a bachelor&#8217;s degree in political science from York University in Toronto, where she met her future <a href=\"https:\/\/calgary-trend.com\/en\/eternal-4336-a-guide-to-the-best-love-stories-on-calgarys-stages\">husband<\/a>, Ben Silverberg. After graduation, she worked as an undercover police officer and later in the office of the Attorney General of Ontario.<\/p>\n\n\n\n<p>She later earned a master&#8217;s degree in criminology from the University of Toronto and was appointed Chief of the Calgary Police Service in 1995. She stepped into the role when the service was grappling with significant issues in leadership, representation, and diversity.<\/p>\n\n\n\n<p>Silverberg pursued a leadership role because she had faced gender discrimination throughout her career. When appointed, she told reporters, &#8220;I don&#8217;t know if I&#8217;d say I&#8217;m tough as nails, but I&#8217;ve heard people say I have a steel spine.&#8221; It was true, and Silverberg proved it. She was always fair and firm in her work.<\/p>\n\n\n\n<p>She held the position until 2000. Afterward, Silverberg continued her education and earned a law degree from the University of Calgary. Learning was always a significant part of her life.<\/p>\n\n\n\n<p>In addition, Silverberg completed an executive training program at the Queen&#8217;s University School of Business. She holds a certificate from the FBI National Executive Institute. One day, someone painted a pink body outline near police headquarters. It was one of the threats she endured. Yet, she remained resolute and unafraid.<\/p>\n\n\n\n<p>Wherever Silverberg went, there were comments about her hair and clothing. There was always a gendered subtext. She constantly received questions about where she bought her dress or what her kids ate for dinner.<\/p>\n\n\n\n<p>She also faced sexual harassment. There was a constant need to prove her right to be there, but she acted decisively. Silverberg understood that breaking barriers doesn&#8217;t happen overnight. She changed the system step by step, addressing issues gradually.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How Silverberg Changed the System<\/h2>\n\n\n\n<p>In her office, Silverberg installed a direct phone line, giving officers direct and confidential access to her. This helped women feel their concerns were heard and that rights violations wouldn&#8217;t be ignored. She also spent considerable time listening to all service employees to understand their perspectives on systemic issues.<\/p>\n\n\n\n<p>She also strengthened the department responsible for investigating public complaints against the police. Silverberg actively ensured that disciplinary procedures were fair and that leadership recognized gender bias as a real problem.<\/p>\n\n\n\n<p>By her own example, she inspired other women to build careers and pursue continuous learning. Silverberg herself says that learning is a prerequisite for success. She often shared her experiences and motivated her colleagues to persevere.<\/p>\n\n\n\n<p>Silverberg said she never thought of her work as &#8220;breaking barriers,&#8221; but that is exactly what she was doing.
